If you use Maptitude it is quite easy to tag map features in one layer with field values, or the distance, to the closest map feature in another layer. You would have the 25,000 points in one point layer, with fields ready to receive the control point ID and the distance to that control point. You would have the control points in another map layer.
Then you would open the dataview for the first layer, right-click on the control point ID column heading, choose Fill and, using the Tag option, tag the points with the appropriate field from the control point layer. You would then right click on the control point distance column, choose Fill and, again using the Tag option, tag the points with the distance, automatically computed from the control point layer.
