This is a one-button-push operation in ArcView, once you set it up correctly:

1. Inspect the control point table. When you are satisfied it looks
good, activate its [shape] field.
2. Open the point file. Activate its [shape] field.

Ready?

Push the join button.

The joined table will take a second or two to create. It will contain a
[distance] field for the distance to the nearest control point and it will
contain all attributes of the nearest control point.
