If you download or acquire VMAP1 from the source, www.nima.mil, there is absolutely no copyright at all. Under US law it is entirely in the public domain. You can do with it whatever you want without any permission from anyone.
You can, for example, use Manifold (or other GIS that can read VPF level 1 format) to read the VMAP1 VPF and save it out to ESRI .shp files and sell it as "The Veler Digital World Atlas" for $1000 a DVD without any need to credit anyone.
If the European country in question follows the convention on copyrights that most Western nations do, it is supposed to honor that public domain status.
