I am trying to geocode properties for which the address matching software can't give a very accurate lat-long based on address and ZIP code, but for some I know the tier/township-range-section[-quarter], which is good enough to locate the property with an acceptable error for the application (find properties within 3 or 4 miles). However, some states have multiple coordinate systems -- 3 possibilities here in California, for example -- so township-range-section is somewhat ambiguous. What are some useful approaches? I am likely to have some sort of address as well, usually a ZIP code.
