There are some open source web implementations for GRASS GIS. Try these links: http://www.geog.uni-hannover.de/grasslinks/ http://gisws.media.osaka-cu.ac.jp/grasslinks/
Also I have an ongoing project on a "hybride" of web GIS and data mining and other AI techniques for underwater research. It is in Perl and it runs in any operational environment under the Apache server. Unfortunately I am not alowed to show it to anybody yet until it is finished and officialy presented, but as it will be completed I will be happy to give you a link to our server :-). Now it is already able to predict combinations of environmental parameters, and this month it should be able to draw and manipulate raster maps based on these predictions.
By a way... does anybody know any on-line libraries for spatial interpolation algorithms ? I have some, but it would be nice to have more of them...
