The TIGER layers have roads, water, etc. but they may not have all the parks, and other points of interest you would see on a typical map. http://www.census.gov/geo/www/tiger/
also on the GeoGraphy network from ESRI as shapefiles.
Check out the online map to see what they provide: http://tiger.census.gov/
The cities may make layers available for download.
GIS Data Depot has lots of layers: http://www.gisdatadepot.com/datafeature/california/
Depending on your needs a tool like MapPoint on an on-line server like MapQuest mat be useful.
