Hi. I am master's degree candidate in geography at the City University of New York. In our department, we probably have what you need. You might also check out GISMO, the GIS developers group in NYC. Somebody on that list will have what you need:

The definition of neighborhood is something you might want to refine. I know there are shapefiles for community board districts in NYC. These correspond somewhat to neighborhoods, but not perfectly. Do you have something particular in mind?
