Easiest solution was the geography network, I had been under the
assumption that I could only get the counties and then dropped down to
tract and census blocks, but designated places was the key - thanks for
pointing that out to me!
Also the DGN's from the Ohio's DOT worked out (thanks to Bill M for that
site)
