You can buy the 1992 CD from the Census folks for $100.

Make sure you have a way to read the raw TIGER data. I doubt you will get a
very good data match between the 1992 and 2000+ TIGER/Line data. Perhaps a
visual comparison would be workable.

Surfing around the net I saw a few states that kept copies of the 1992 data,
some online. Didn't see anything for Texas however.

You might want to try and use the USGS 100K DLG files. They are of about the
right vintage, and I doubt if many have been updated. The early TIGER files
were based on these DLGs. They won't have street names, but the lines will
be there - OK for a visual match.
