But is there any interface between Mapxmobile and ArcIMS? And is
mapxmobile for free?

I don't think so, because the embedded environment / PDA won't support
MO.
You can choose from mapxMobile from MapInfo or ArcPad from ESRI to work
with PDA
There is something from AutoDesk also on the same lines..
