Use VMAP0. It's free and virtually all of the commercial maps are derived from it anyway. It is also in the public domain so you can use it however you like without any licensing restrictions.
Use Manifold System, since it is much more powerful than any of the systems you mention and it also includes a sophisticated Internet Map Server. The cost of Manifold ($245) will be less than some people will charge you to sell a privatized version of VMAP0.

This includes links to 5.00 information pages, including the complete manual. This page also includes links to sample web pages created with the Manifold Internet Map server that is included within 5.00. Buy with a credit card online or wire transfer.
By the way, if your institution is an academic institution, for the cost of a single copy of Manifold you can get an Academic License that allows you to make and use unlimited numbers of copies in your institution for free.
