Thank you to everyone who sent a response to my questions. Some people
like a summary so I will put one out there for you. There appears to be
two ways to add polygons to a shapefile.=20=20

1. Cut and paste
Load the two files on the map. Select the features from one file you
wish to copy and go to EDIT-->Copy. Start the editor. Select the layer
to add the polygon to. Go to EDIT-->PASTE. This does not copy the
atttributes but only the geography. Supposedly, in ArcGIS 8.2 the
spatial adjustment tool will copy the attributes over.=20=20

2. Merge and replace
The other method is to merge the two files and create an output file.
Rename the output file the same as the input file. Delete the original
input file. Place the output file in its place and the projects will
not have a broken link.=20=20

I understand that I can edit the shapefile and it will show up whenever
that file is being used. I basically want to do a permanent join
between two files. I have a shapefile that contains all the drainage
districts (separate polygons) for the county, however I need to add
around ten. They are already digitized. I want to copy the geography
and attributes of that digitized file into the shapefile that contains
the drainage districts for the entire county. Usually I would do a
merge or and union but this creates an output file when really I just
want to add the records to the shapefile that already exists.
