Some very detailed standards for digital geologic maps were established
several years ago within the USGS. If I remember correctly the first author
on the report was Mitch Reynolds. You can run a search of USGS publications
using his name.

Many in the Survey didn't like the recommendations because the requirements
for lineweights et cetera were too specific.

I would suggest that you contact one of the Technical Report Units (TRU or
whatever they call them now) within the Geologic Division of the USGS. Ask
if they have new recommendations.

The names of people in the TRUs should be listed in the USGS electronic
phone directory. They will also be able direct you to map specialists
responsible for digital groundwater maps.
