About a year ago we implemented a GIS - SCADA interface for the Water Supply Division of the Bombay Municipal Corporation.
Project Brief:
The BMC installed 7 instruments in each of its 20 or so reservoirs spread all over Mumbai (nee Bombay). The instruments measured parameters like, turbidity, residual chlorine, pH, inlet flow pressure and so on. These were linked to Remote Telemetry Units. These RTUs transmitted the parameter values by means of VSAT to a central server.
A SCADA system, installed in the central server, received the data stream. The parameters were stored in the SCADA database with appropriate time/date stamp, instrument ID no etc. The SCADA system was programmed to issue alert messages if the parameters went above or below predefined thresholds. The pipeline network was displayed in the form of a schematic.
The water supply engineers expressed a desire to have a "real" view of the pipeline network We digitized several existing paper drawings of the network, and "stitched" them into one composite. A GPS survey was undertaken of critical points (valves, all reservoirs, some prominent street intersections etc.). These ground control points were used to "correct" the composite and create a highly accurate digital vector map of the pipeline network.
(Aside: The above paragraph is a highly simplified, distilled down version of what grew into an excrutiatingly agonizing, hair-raising, banging-against-wall process.)
The data from the SCADA database is "pulled" into the GIS database and the engineers view it on the GIS frontend. Needless to say, all the linkages between graphic entities and database had to be built using the proverbial "UniqueID".
As of now it is mostly a "query and view" usage of the GIS interface. With time, it will be used for some simulations and "what if?" type of analysis.
As of now the SCADA system is a "measurements reporting" tool. On an experimental basis, one reservoir is actually being remotely controlled by the SCADA system (opening and closing of valves). The ultimate plan is to extend this remote control to all reservoirs.
