Manifold GIS is a full featured GIS that can easily deal with VMAP and a
bunch of other formats. It is relativly inexpensive at $250.

The freeware MicroDEM can display VMAP. I haven't tried to export from
MicroDEM. Ask on their forum on Delphi.com.
