John,

My understanding is that much of China including Chinese Taipei have
their own postcode methods for the different provinces. What works in
Shanghai probably wouldn't in Taiwan. I have heard from friends that
they are attempting to implement some form of ZIP coding for address
matching, etc. but it is not yet consistent and uniform. Best suggestion
is to approach UPS, FedEx, DHL, etc. they are in the business that would
absolutely have to have this data, if they don't, I doubt anyone really
would. Not to presume you haven't, but have you asked the Government?
The postal authority, as I understand it, is the only agency authorized
to deliver letters door to door (a la USPS) to individual residences, if
that is even possible (as opposed to a post office where everyone in a
ZIP comes each day to get their mail in a mailbox). The Government may
have what you are looking for, and depending on why you need it, they
may be willing to share that with you. I'd be interested in your
results, positive or negative. Good luck.
