Who can help me?
I try to find geographical data of Populated Places and Elevation Peaks (hypsographic points) world-wide, as described in the specification below. The data are required for a data base within a private IT-project, which eventually might be commercialised. The IT application will have two data bases in a self-defined format, one for the Populated Places and the other for the Elevation Peaks. Each of the two data bases is expected to have a size somewhere between 10MB and 100MB.
In the specification below I explain why the data sets I was able to find so far in the internet (DCW and NIMA) are unsuited for this application.
Who knows where to obtain such data? Thank you for your contribution.

Data from Populated Places and Elevation Peaks (hypsographic points) world-= wide
Specification
Selection of data corresponding a projection scale of approx. 1:1Mio. up to max. 1:250'000, ideally 1:500'000
Data: ASCII-text-file(s), e.g. tab-delimited
File(s) containing the following information per Populated Place / Elevation Peak:
1) Country or similar territory: Code, e.g. ISO or FIPS
2) First administrative division, this at least for large countries such as e.g. USA, Canada, Russia, China, Australia, Brazil etc.: Sorting-Code and corresponding name, by preference in the Latin 26-letter-alphabet
Note: If the data are in separate files per country and administrative divi= sions (like DCW- and NIMA-data-sets) the information 1) and 2) would not have to be on the data-file.
3) Name of the Populated Place / Elevation Peak (Name of mountain, hill etc.) , by preference in the Latin 26-letter-alphabet
4) World-coordinates (Lat./Long.) of Populated Place / Elevation Peak
5) Elevation above sea level, this only for the Elevation Peaks
6) In case of a very detailed data selection, e.g. corresponding to a scale of 1:250'000 and lower, the data set would have to be reduced. This would require a selection criteria indicating the importance of the Populated Place / Elevation peak.
Internet data: The data sets found so far are not suitable, this due to the following reas= ons:
DCW (Digital Chart of the World, 1:1'000'000) under http://www.gisdatadepot.com/catalog/
- The names of the elevation peaks are missing
- The data for Russia and China are not further subdivided into administrat= ive areas.
- Some data are missing such as e.g. the elevation peaks of Mexico: an esti= mated 10% of the data are erroneous: the data quality for Russia seem to be even worse
Note: Since the data set corresponds approx. to the wanted selection, the missing selection criteria is not relevant.
NIMA e.g. under http://www.nima.mil/gns/html/cntry_files.html
- For Elevation Peaks the height above sea level (DIM) is missing.
- The data set is very detailed. Less important Populated Places / Elevation Peaks would have to be removed: The required selection criteria (PC) is missing.
