Is it possible to edit projected or local coordinates in ArcView . . . for
example ArcCatalog. I can access much of the metadata in ArcCatalog but I
cannot fined away to edit the bounding coordinates.

Here is the problem. I have a dwg polyline file created in AutoCad with
Aerial (raster in tiff format) inserted in the same file. When the raster is
inserted in AutoCad (Cad Overlay 2000) it has a projection associated with
it and it "snaps" into place. I then do my line work. Now, I would like to
set up a ArcMap file with the line work and the aerial.

However, the raster inserts into Cad Overlay in "meters" and I convert it to
feet thus increasing the raster 3.28 times. The line work is then completed
in "feet." When the same raster file is inserted into ArcMap it is in meters
not feet as the line drawing is.

So I save the raster file in "feet" under a new name and insert this file
into ArcMap. The extents do not begin to match with the line drawing. I have
attempted repeatedly to apply a matching projection to the new raster
without success. The bounding coordinated have changed.

Perhaps I need to use a different approach.
There is a tab on the raster properties box called extents. I have attempted
to match the extents of line work layer but it always reverts back to the
default extent. I can't find a way to move the raster in ArcMap.

Any suggestions?
