Hi Mark and all,
Here's a Routing software to solves your purpose. It runs over ArcView
8.X/3.X and MapInfo.
To my surprise, these guys have developed it over 8.X much ahead of ESRI for
ArcView 8.X and is no less than Network Analyst.

Hello all,
I am looking for a Routing software which should have the benefits of
calculating the most reliable and accurate trips between any number stops.
It should be able to calculate the fastest/appropriate route between
locations. I am using Windows 2000 version in my system.
Any suggestions, comments or web links are highly appreciated.
