These operations recur in many applications. Some well known solutions are (1) independent random locations, (2) a regular grid of locations, and (3) independent random locations within cells of a grid.
Solution (1) is implemented in the free ArcView extension "Simple Random Sample" available on ESRI's ArcScripts pages or via the link from our pages at www.quantdec.com (go to Free Software).
Solutions (2) and (3) are implemented in the inexpensive ArcView extension "Sample" available through the Catalog pages on our website. General information about these techniques, in the form of non-technical but detailed, illustrated articles, appears at http://www.quantdec.com/sample/ and http://www.quantdec.com/GIS/affine.htm .
Bottom line: Using either of these extensions you can fill out a single form and have your results, as maps and tabulated coordinates, within seconds.
