Hi Stephanie,

In terms of free tools that allow you to show large datasets (as
shapefiles) quickly, you might want to take a look at the MapServer Open
Source product from the University of Minnesota:

http://mapserver.gis.umn.edu

This uses a tiling system that allows for rapid access to large amounts
of data stored in flat files (such as shapefiles). As a reference, we
have a client who is generating 100,000 maps a day from a 15 gigabyte
dataset all stored in shapefiles with a very satisfactory response time
(approx. 1 second per map).

If you have any questions about MapServer, there is also a very active
mailing list that can help you out.
