Subject: GISList: Code of Ethics ?
Date:  08/27/2002 03:11:34 PM
From:  Anthony Quartararo

I have not seen much on this list regarding the proposed URISA Code of
Ethics for GIS Professionals. I have provided the link for those
interested.

http://www.urisa.org/ethics/code_of_ethics.htm

I started to post some comments on the URISA guestbook, but they became
too numerous and generated more questions in my mind than answers. So,
I thought to toss it out for general consumption.

Would this code, if adopted, apply to Corporations as it would to
individual GIS Professionals?
As it's stated intent, this "Code" was tied to the URISA GIS
Certification initiative, but that now seems to be a divorced issue.
So, then, is this Code intended to cross all cultural, political and
geographic boundaries?
Will adoption of this Code do anything for the Industry?
If we are at a time in GIS that we need to adopt a Code of Ethics,
doesn't that point to much more serious underlying industry issues ? Is
a Code going to fix those issues?
Is this Code really practical? Are we then going to have to establish
an Ethics Board to review "sanctions" against professionals?
Promoting this Code implies that the Certification of GIS people into
Professionals of one grade or another is a foregone conclusion. Will
this Code apply to only those "certified" by URISA or whoever, or is it
a mutually exclusive issue ?

Before you pound me, I am not against a Code of Ethics, but as written,
this one causes me some serious concerns, both from a philosophical and
a realistic perspective.

Regards,

Anthony
