Subject: GISList: ArcMap Fixed Scale (not always "fixed")

Has anyone had any problems with maintaining a set fixed scale in ArcMap
8.2?

In the data frame properties the scale can be locked. However, I continue
to have problems with the scale making slight adjustments as other map items
are manipulated.

For example: I set and lock the scale at 1" = 1200' . In the layout view I
insert a scale text which automatically reflects this exact scale. However,
after performing a few other tasks (such as adding text) I noticed that the
scale now reads 1" = 1203'. If I open the data frame properties box again it
jumps back to the correct reading. Only to readjust itself again to another
number.

This creates problems especially when having several data frames in the
layout view with different scales set in each frame. More than once after
printing I have discovered the scale text is off by a few feet.

What is up with this? How hard should it be to lock the scale? Could it be
something with the printing or page setup? I suspect this may be the source
of the problem.

Anyone else had this problem? Any solutions?
