Please see the articles that appeared recently in Directions Magazine on
the Web about "vector steganography." They include ArcView and MapInfo
based tools for various kinds of data "scrambling."

As far as I know, ESRI does not support data encryption, protection,
validation, or authentication "out of the box," but to some extent such
capabilities can be added on. ArcView 3.x, for example, lets users write
their own image readers, so it would be possible to encrypt raster
images. ArcGIS 8.x offers a richer environment that can exploit
capabilities in many other databases, so it certainly could support the
development of data encryption methods.
