Hi With CAD Overlay, u can do the rubbersheeting of Survey of India Toposheets to its LAT/ LON values. But as u are aware, LAT/Lon are spherical co-ordinates and u won't be getting a perfect seamless edgematcing. Other process i can suggest u is to project it to standard projection system of UTM / Polyconic systems.
But, u won't get a perfect seamless mosaic along the edges.
