I'm curious as to what the definition of "neighborhood" would be, re: GIS concerns. I've done some consulting/planning for folks who were working along these lines and could never get a firm link from the idea of neighborhood they had in mind to any of the regular geo building blocks and mapping resources that might be out there.
Is neighborhood one (or a couple/a few) census tract? The census definition points in that direction. A MCD/political governance unit is probably too big, but block groups too small. Is it a group of political precincts (however they are called) as in Washington DC with ANCs -- Area Neighborhood Councils? Is it a real estate or zoning board or school district unit of neighborly cohesiveness? Probably more so that than any of the others, but still lacking a real definition.
This probably isn't a high priority for list discussion, but if anyone wants to continue the discussion we could do so privately. I retain an interest in the notion even though clients have been dormant for some time now.
