GPS devices are just fancy radio receivers that use RF frequencies. Anything that may impact receiving RF signals can have an impact on GPS devices. Power lines are definatly a problem. In door use, urban canyons, even regular canyons, can all be problematic.
This issue is the reason alomost all GPS units have strength "meters" and tell you how many satellites they can "se".
