You will find a utililty called "connect the dots".

Hello All,
Any tips on how to integrate a point file (railroad stations) into a
line coverage (raillines)? The railroad station file and the railroad
line coverage were digitized separately. Now I want to integrate the
two into a network coverage with the railstations becoming nodes in the
network. The stations (points) are near the raillines (arcs) but not
right on. Adjusting the points to the arcs or arcs to points is not a
concern.
