Sounds like a datum problem to me (that's about the order of magnitude of
the difference between WGS84 and ANS66).

When I bring in CAD files over DOMs they are off approx 250 ft.
I have been given 2nd hand info that the reason is SURVEY GRID vs. SURFACE
GRID.
Could Someone explain this to me and guide me into the direction on how to
convert these to they fit the DOMs.
