John,
GML is primarily used for data transfer - most applications that support GML
will actually convert it to native format before processing - because that
way the application can take advantage of indexing and topology for
analysis/display. Topology support is on the way for GML: but in general GML
tends to be bulky and it takes more time to parse files for processing.

All OpenGIS Web Feature Server implementeations support GML: most Web Map
Servers have some level of support (usually for attibute data and bounding
box definition): most spatially enabled databases (Oracle Spatial, PostGIS)
have support for GML- I guess most desktop GIS sofware has a read/write
convertor available or you can make one easily.
The CARIS Spatial Fusion WFS supports GML: with the advantage of the CARIS
Spatial Fusion Cascading WMS and regular Spatial Fusion services being
available to render maps.
