Try changing the "symbol" in the properties dialog box to a symbol that has a "pointer" attached. You can then stretch the pointer to the position you desire while leaving the "annotation" outside the area.

We are currently using ArcMap 8.2 to edit our zoning geodatabase. Some of our zoning districts are too small to place the annotation inside the polygon so the anno has be placed outside the polygon.
How do we add an arrow to the annotation? We have searched on-line help and ESRI on-line and have come up with nothing.
Any help will be appreciated.
