I've worked with GIS in three states at the state, county and city level, not to mention an Indian nation, and none of them readily give the data away, however good the quality (the latter charged a goodly sum for corrupt data). In some cases it may have been for reasons similar to Julia's comments but more often than not there was some problem associated with the data. Regardless, I prefer to keep it free, period (at least just pay for it once with taxes:0). I have witnessed FOIA used in more than one or two instances to get spatial data for purposes of resale, but it was hardly a stampede of greedy people taking advantage of the state or local government, just good entrepreneurial strategy.
