Rich,
While communicating with a colleague Down Under last night, I thought of another reason why municipalities should charge certain users for GIS data.
In this part of Colorado there was tremendous urban growth until the economy soured recently. I would guess that ten houses a day were built in counties such as Douglas and Arapahoe, and 5-6 a day in JeffCO. Parcel splits were probably posted to databases nightly as GIS specialists worked during the day to maintain up-to-date data.
Well, if these counties wanted to provide good customer service to their user communities then they would either notify the people and organizations that purchased data from them or they would download the data automatically to subscribers. All the county GIS departments would need to do is create triggers based on spatial queries of the GIS data. The GIS could extract data according to the requirements of the subscribers or download the entire database on a schedule paid for by the subscriber.
The cost of providing this service to such users as developers and private land development companies should be borne by that user community. Some costs will eventually be passed onto the public at some point but according to other user criteria.
