I haven't looked at the project requirements, but I just wanted to add that you could lower the cost of the infrastructure by looking at building a 100% Open Source software solution:
- MapServer for the webmapping engine (http://mapserver.gis.umn.edu/) - PostgreSQL/PostGIS for the RDBMS and Spatial database engine - Linux/Apache/PHP/Perl for the server/http/scripting environment
If you need to handle huge number of hits then consider setting up a cluster of cheap intel-based clones running Linux and you can handle any load you can imagine without spending all your money on hardware.
BTW, you may think that the above free software is just for kids playing in their basement, but it's not the case. The software listed above is used in lots of high traffic sites and is often more reliable and faster than proprietary software at 20k$/year/license.
About the cost of data, development, QA, etc. I agree that this won't come cheaper with Open Source software...
