The easy one first - stay away from binary!

Tiling and parcels are two different animals. Parcels are track ownership
and a parcel number may or may not relate to the physical coordinates of a
piece of land. Often a parcel number contains an index of sorts, usually a
"number" representing a map book.

Tiles (aka grids) split a geographic area into usually equal sized areas. A
commonly used grid definition is the Military Grid Reference System (MGRS).
Several countries have adopted variations on the MGRS style grid refrence.
The US National Grid being one (USNG). MGRS style grids use a combination of
lettered zones and X,Y values within the zone. By varying the number of
digits you can get down to very precise measures or by using less digits
cover large areas useful for indexing.

Seems like a good idea but I haven't seen the grid in use with the influx of
location based services which is a logical place for the standard to be
adopted.
