The two utilities below will convert an ESRI map to interactive HTML.
WebView: http://www.zebris.com/english/main_produkte.htm
ImageMapper: http://www.alta4.com/eng/products_e/im/
But they may not support full project functionality. Your best bet might be to include a copy of ArcExplorer on the CD.

Hi all!
I need to adapt an .apr file (ArcView) so that it can be opened from any location. I need the project to be able to open from any place, it could be directly from a CD or from the hard drive where I saved it.
Could somebody give me a light on this!
