Greg,
You could build a Java (Webstart) application or applet using
CARIS Spatial Fusion. Using the Local Data Interface that is
available for WIN32 and various *NIX flavours you can use local
datasets (from the CDrom) as well as distributed datasources
(from the website) with the same application. A simple config
file or starup parameter would be sufficient to switch from a
standalone CDrom based app to the web based version.
