It's still proprietary software no matter what you are buying, just because you can now manipulate (through an interface [intermediary] ) ArcInfo with Oracle, etc. Etc. over the web does not mean you have escaped anyone's proprietary architecture.

I couldn't disagree more. I'm no rubber stamp cheerleader for the big vendors, and I am not anti-USGS, etc. although they have their moments, but hands down, the private/public vendors ability to adjust and absorb market conditions, changes, etc. is far more capable that federal organizations. This is not disparaging to the fundamental contributions those federal organizations have and continue to make, it's a matter of priorities and core mission. To say that they have had the largest role and have acted on behalf of the user community, that's an unsettling thought, true or otherwise.
