Thanks to Robert Heitzman and David Nealey for giving me a better view of 'Data Quality'.
My present emphasis is not so much on quantification or even warning of data quality (these can be left to particular application / user) but more simly 'storing and communicating' data quality.
Perhaps the word 'tool' in my two questions is being interpreted very specifically. I only want to look at provisions in the present GIS software for conveying data quality (capture, processing, modification, etc.) information to data-users.
