A year or two back I had an opportunity to noodle and scratch my head on this general topic. Attempting to do it with "conventional tools" was essentially massive and required a dedication of people unrelated to the actual value of the project: there was no easy way.
Then we ran on to an outfit that had been working many years to create the development environment necessary to enable investment in the data, processes, and delivery. There are several outfits that are doing this sort of 3D-ization with fly through. Sounds simple but to get the "fly-through" effects over accurate terrain that has necessary texture as well as snap required SUN server and state of the are WINTEL. And it didn't quite work well enough to get the $ need to continue on.
Well, times change and GHz WINTELS are normal as are 250GB disks and video systems that could not even be purchased three years ago. SO... take a look at the listed site below. Its taken its main contributor a "career" of time, four VCs, and assorted minions. The opinion on the results I'll leave for off-line.

I would like some advice please.
I want to visualise some 3D terrain models. This is likely to include some rotation, zooming in, development of fly-throughs and later, addition of textures to make the scenes more 'life-like'. I have built the DEM from UK Ordnance Survey (the UK's national mapping organisation) data and I have draped raster files over the top (several big TIF files).
Currently I am using ArcScene to enable my visualisation, but there seem to be limits to the program. Part of the problem is that my graphics card is unable to cope with the data volumes, but the process of developing fly-throughs seems to be quite long-winded (export of individual scenes to another software package etc.) and adding textures is, as far as know, impossible.
I am limited to using ArcGIS for our GIS processing, but we have some money available to buy visualisation software. Does anybody have any thoughts, experiences, comments on visulisation software of GIS data.
