Alan,
You mention maps in Adobe, but I presume you have maps in .PDF format. In that case, have a look at GSVIEW from Ghostgum (www.ghostgum.com.au). It converts PDF vector images to DXF format, which most GIS and CAD software will read. The maps will need to be georeferenced using your GIS software and be saved as a shapefile. However GSVIEW wil not convert PDF bitmaps. Those can be captured from the screen and imported directly into your GIS software and georeferenced.
