I disagree. Any data you could get up onto such a sysem has the potential to be useful.
Yes - it is necessary to differentiate between data which "Upper Left Corner - Lower Right Corner, File_Type Ex .shp) and data which has an included rich metadata structure.
The user has the opportunity of plugging in Lat / Long and seeing what is available, if only the poorly documented data is available, that's what you download: if there's a selection well get down to the "pick and choose".

Robert, I disagree with this for the same reason mentioned above, more is better: when high quality is available, great: when it's not - it just isn't available and the site is better off with something than nothing.

I don't think you charge the folks who upload, you charge the downloaders. Perhaps a subscription for the serious folks with the one time users being able to pay a "one-time-fee", or perhaps a "24 hour licence".

Spectacular, to provide a "distribution channel" for municipalities - free.
Users fall into various profiles, depending upon their use of the data, they are willing to pay more or less for data access. This is the difficult part of the model to figure out.
