One more issue, still in the vein of "not enough metadata". Your comment reminds me: most GIS data is in projected coordinates, and many GIS formats do not include embedded spatial reference system information. So a large quantity of the data in the system would not be locatable on the globe. The metadata about what coordinate system the data is in would be critical to providing a useful spatial search routine. I think this particular problem is the real sticking point to making a practical implementation.
