I've been using scans and then georegistering the image. For civil war maps,
see

There is also a Roman Roads project being done by some Manifold users in
Europe, but I don't know when (or if) they'll get around to publishing their
results on the web.
If you find a good resource with such maps in any GIS format I'd sure like
to know!
