I use MicroStation V8 with Descartes and have no problem opening large
(over 500MB) GeoTIFF files, it could be the workmode you are in, I know
that the DWG workmode in V8 does not support GeoTIFF files, contact Bentley
(800)778-4277, they should be able to resolve your problem.

I'm using MicroStation V8, in some cases I use Descartes, and I'm able to
open a lot of GeoTiff images.
What's the problem?
