Eric & List,

I'll add my endorsement for PDF as the optimal choice for static map
publishing.
Part of what makes it efficient is the balance between raster and vector
(it's not raster only, so comparisons with JPEG are inappropriate). When
publishing from ArcView/ArcMap, it stores text as real text (not
rasterizations) so the annotation is clean and crisp, even when zooming to
map-print scale and beyond. The tradeoff between file size and overall
image quality is better than any other option I have seen. I regularly
produce D-size map layouts full of annotation and distribute them as
print-quality PDFs via email for about 200k per map.

I would agree with Kevin. I have used the export filter in ArcView 3.2 to
export layouts into EPS. Once in EPS, I distill them into Adobe PDF files.
They do not look quite as crisp as the originals on screen, but when printed
on a reasonably nice printer, it is just about impossible to tell the PDF
from a layout printed out of ArcView. And the graphic quality on screen in a
PDF - though not as clean as in ArcView - is better than JPEG. PDF also
offers nice packaging options in case there are other things you'd like to
include with your static maps...say, metadata or an accompanying report.
It's not a vector option, but it's about the cleanest raster option I've
found. PDFs are also very common on the web, so everybody either has Adobe
PDF Reader, or they can get it easily. There's no worry of those who'll
download your maps having to have a special viewing software that's
expensive or hard to find.
