You should either try ESRI website or check the folder for extensions, which is usually in the same ESRI folder that you installed your ArcView. An other possibility is that who ever gave you the project did not give you all the extensions and if you do not need those extensions you could open the APR and turn off those extensions and save it again, it will not ask you anymore.

Good afternoon fellow listers,
I are running A.V. 3.1 and I recently got a CD with a project on it. When I attempt to open the project the dialog window asks for extensions "dms.avx" and "georef.avx" it directs me to the directory where it should be located. It is not there. Can anyone tell me where I can download these two extensions.
