You can insert the lat/long coordinates by using the "Add XY Data" in the
"Tools" menu in ArcMap.

Convert the lat/long to DD and place in a database table. Make sure you have
the longitude as "X" data and the latitude as "Y" data.
North and East are positive numbers and, of course, West and South are
negative. Probably should have at least 5 decimal places.

You could use the points to create the desired rectangle.

Unfortunately, you cannot simply insert lat/long as points without the above
process.

You can right-click Dataframe/General and choose Units/Display Decimal
Degrees or Degree Minutes Seconds and use the read-out in the bottom
right-hand corner of ArcMap to get in the general area. But this is not real
accurate. And the DD only read out to two decimal places. Tech support is
checking into a way to increase the accuracy to 5 decimal points through
code. I don't have that answer yet.

Tech support also suggested looking into the Analyst Extension.
