Try a google.com search for "fgdc crosswalk"
Basically the fgdc metadata definition is a disaster and it is very hard to represent fgdc metadata in a database (impossible in a single well formed relational table). Its roots are in SGML and there is very little correlation between it and the relational databases we have become used to.
Many organizations have abandon the full fgdc definition and have derived subsets they can deal with. Many of this alternatives are "hits" in the search given above.
ISO and others are in the process of building a new metadata definition that appears so far to be about as useful as the current definition. It is a very complex problem and without a clean break from the past (and the current ISO efforts) I doubt we will see a solution any time soon (measured in decades).
