Use the NIMA server at http://geoengine.nima.mil and get the data in VMAP0 or VMAP1. The NIMA server appears to have some glitches recently, but it is a good source of data. You will, of course, need a GIS that can read VPF and the other NIMA formats to use this data (all modern ones do).
